An alternate available to deal with Windows 10 upgrade stuck 99 is by disabling Windows Defender.
Type Windows security in the start menu search bar and choose Windows Security from the search results. You will find a blue shield icon next to it.
Choose virus and threat protection on the dashboard.
Under virus and threat protection, tap to manage settings.
Lastly, switch to real-time protection to off.
